A Person in Overall Advisory Control (POAC) should be appointed in advance to oversee and manage the operation. This may be one of the masters or a trained and experienced STS Superintendent generally known as a “mooring master”. If a master is inexperienced in STS transfer operations, the appointment of a STS Superintendent to provide advice and assistance is recommended. Unsuitable weather has been a major factor in many of the STS incidents experienced by the POAC, therefore it is essential that the current and anticipated weather, sea and tidal conditions are carefully evaluated before deciding whether or not to commence an STS operation.

Evaluation Factors

  • Weather forecast, Weather window required to complete the operation safely
  • Direction, height and length of swell and its effect on movement of vessels, particularly if they lay beam on to swell and roll
  • Wind speed, direction and effect of wind on vessels with a high freeboard
  • Relative directions of the wind, currents and/or tidal streams
  • STS mooring and unmooring operations to take place during daylight unless experienced to undertake activities at night.
  • International Standard Certificate of Competency
  • All STCW and Dangerous Cargo Endorsement up to date and appropriate
  • Knowledge of STS operations plans
  • Ship Handling Course
  • Cargo familiarization course
  • Oil spill Response training
  • Tanker loading/unloading
  • Thorough knowledge of the transfer area and surrounding areas
  • Conducted a suitable number of operations in similar circumstances
  • Regional Oil-Spill Response capability as part of the response plan
  • Thorough knowledge of the transfer plan
